The National Basketball Association and the NBPA, which represents players in collective bargaining negotiations, agreed to allow teams a maximum of 15 days from July 1 until their first game on Christmas Day or New Year’s Eve. The league had previously planned to shorten the offseason by scheduling games in November and December.

According to a document acquired by ESPN’s Adrian Wojnarowski, the NBA and the National Basketball Players Association reached an agreement Sunday night on regulations permitting extra substitute players for clubs dealing with players violating the league’s health and safety guidelines.
The new restrictions, which were stated in the letter, went into force Sunday night and will stay in effect until Jan. 19, when the league will provide clubs with further information on how to proceed from there.
Teams will be able to sign a substitute player for each positive COVID-19 case on their roster under the terms of the agreement. So, if a club has five COVID-19 positive instances, it might recruit five replacement players.

Meanwhile, if a club has two positive COVID-19 instances, they must sign at least one replacement player; if they have three positive COVID-19 cases, they must sign at least two; and if they have four or more positive COVID-19 cases, they must sign at least three.
The letter also notes that if a club is obliged to sign a player, that player must be ready to play before the start of the team’s first game after the NBA’s approval of a replacement player.
Any replacement players signed will not be included against a team’s annual payroll, nor will they contribute to its possible luxury tax payment. For a club like the Brooklyn Nets, who are presently dealing with a COVID-19 outbreak and had Sunday’s game against the Denver Nuggets, as well as Tuesday’s game against the Washington Wizards, postponed, this is a major difference. According to ESPN’s Bobby Marks, each replacement player the Nets needed would cost them nearly $500,000 if his contract was tallied against the luxury tax.
The NBA and the NBPA also agreed to eliminate the restriction on the number of games a two-way player may be on a team’s active roster as part of the deal. There was a 50-game restriction in a prior deal reached by the two parties this summer. That restriction is no longer in place, and players will be compensated at a different rate if they participate in more than 50 games this season.
As a result of the spike in positive COVID-19 cases sweeping the league over the past week, the NBA postponed five games on Sunday: three games that were scheduled to be played on Sunday (New Orleans Pelicans-Philadelphia 76ers, Cleveland Cavaliers-Atlanta Hawks, and Nuggets-Nets), as well as Monday’s Orlando Magic-Toronto Raptors game and Tuesday’s Wizards-Nets game.
Several players, including Kevin Durant, James Harden, and Kyrie Irving of the Brooklyn Nets, Milwaukee Bucks forward Giannis Antetokounmpo, and Hawks guard Trae Young, as well as Los Angeles Lakers coach Frank Vogel, have entered the health and safety procedures this week.
The Chicago Bulls, the first club to experience a severe outbreak this season, returned to play Sunday night for the first time since the NBA postponed their games against the Detroit Pistons and the Toronto Raptors on Tuesday and Thursday, respectively. In Chicago, the Bulls defeated the Lakers 115-110.
As positive instances grew around the league, clubs hurried to add substitute players to keep their rosters over the required minimum of eight active players for an NBA game. The Nets and Magic played a game on Saturday night in which the two teams together had 24 players out due to injury or health and safety regulations, with just 17 players available between them.
In addition to the teams that had to be postponed on Sunday, other teams are now hanging around the eight-player threshold.
